Returns the current health of the node. A healthy node is one that is within HEALTH_CHECK_SLOT_DISTANCE slots of the latest cluster confirmed slot.

On ThorNode

Forwarded to the upstream node with a 10 s timeout and one retry on a transport error. Reports the health of the upstream node, not of ThorEdge itself. ThorEdge returns -32063 when it has no healthy upstream.
